Modules serve as a container for data, inside a page. For example, if you have a page with three logical sections, it might be best to setup modules for each section.
The purpose of modules is purely for organization. Since you can add fields directly to a page, modules are not required.
To add a module, select a page, then click 'Add Module' at the bottom of the module list. This will take you an interstitial screen where you can give your new module a name / description. Click the 'Add Module' button and you've got a new module
